The Good, The Bad and the Status Quo: WHAT CAN WE EXPECT FOR THE NEW YEAR

Well folks the new school year is approaching very fast but we wanted to just provide a review of what has been and more than likely continue to be the dark cloud over FWISD

While we can debate many things happening prior to the Ramos Presidency, one point that was made before he took over is that this was the perfect dictatorship.  Think about North Korea and the image portrayed to the world is not exactly what people are living in reality.  FWISD has begun that phase and the tiny bit of hope left is almost completely erased.  The one person that may surprise us if any is who they choose as superintendent and how the person either stands up or is just sucked up like the rest.

Think about it, administration started making changes and hiring the people they wanted so that they could entrench themselves before the new person arrived, making it seem like the team is in place to support the new person.  Interestingly enough the people that are hired are people who have connections to someone in the district which goes along with the district mission:  We want you as long as you know someone on the inside.  For example,  ironic that Cherie Washington left for Dallas and in two years has risen to ASST. SUP level without showing any proof that she was effective.  Boyd was shown the door when his results weren't up to par but that doesn't go with the likes of the favorites sons and daughters of the FWISD.  So then Washington brings in Deborah Traylor from Dallas ISD which was a principal she supervised in her division in Dallas.  Deborah Traylor is another Sherry Breed, the rules apply to everyone else but them.  Mark my word, teachers or administrators who are under her, she can dress nice and profess she is about many things but the truth is she is a bully and breaks the rules to suit her and/or family.  Our source tells us that Traylor had a son at one of the magnet high schools in Dallas.  Her son could do no wrong because mom knew the policies and would find technicalities to get what she wanted.  For example, her son forged signatures on absence notes, left school when he wanted and when caught mom dared to tell the administration that they had no right to discipline her child.  Let's just say the name Traylor is cemented at the high school and hers as well.  So like we said the administration hires like minded people that are sucking up space rather than being effective.  Thank Cherie Washington, Tobi's child, for hiring trash.  Of course more creation of positions at the Director levels and central office just keeps on getting fatter and classrooms more crowded.

At least the North Side is happy with Ramos since he is bringing home the bacon for them.  Tobi doesn't care about the East Side which is dry.

A lot of you have commented on Dr. Sutherland and the hope of at least someone continuing the fight for openness in the district.  The perfect dictatorship has swallowed her up and it was a very strategic way that it was done.  The Ramos message of bringing everyone together seemed pretty good on paper but in reality it was a way to shut the voices down while they are hiring a new superintendent.  Remember last time we were all over their shady process and now, not even Sutherland speaks.  So we wonder if the policy of having an agenda items placed by a vote of two members, was it really a ploy to then give Sutherland what she wanted and that's that.  The comment made by Sutherland regarding Palazzolo kind of indicated to us that it was the case.  The district will not discuss the case until all legal matters are resolved which means that the tactic of doing nothing for as long as possible will never bring the case to executive session.  So basically Dr. Sutherland, they did play you really well because you got what you wanted and then they told you yes we will discuss it but until we decide and you were fine with it.  Also we knew the FEDS were about to begin to investigate FWISD and not just the issue of the agenda item but everything else and you Dr. Sutherland told them things were fine.  So in effect you allowed them to silence you for whatever gain you thought was enough.

We didn't get to view the board meeting which some of you have commented how idiotic it was.  The one thing left out completely is what the results of the district were, unless they did present them or as Moss indicated, are we ready?

The point is unless people are willing to voice the wrongs be it here anonymously or in other ways things will not change.  The voters are apathetic unless they lose money and so teachers were are left to fend for ourselves.  As the year approaches take the opportunity to let us know what it going on inside because otherwise no one on the outside will know.

How DARE you allow Linares to continue this reign of terror without PUBLIC comment or DEMAND for change. You didn't even challenge that idiot TObi Jackson's comment that your motion was an attempt to "micro-manage" administration. The GED/Monge/TASB "thing" is over the top. How DARE you allow the retaliation and the Palazzolo case to continue. Why did you cave on the agenda? Why are you not DEMANDING the costs for the past five years be made public? Your attempt to divert the attention of DOE from this God forsaken ISD is unethical and wrong.

  4. This is to Ann: why aren't you speaking out more, uncovering more to the public? I'm Very confused?? I know that you are ONE PERSON so I'm not sure that I expect you to magically FIX it all BUT you're elected already so... Unless you inform the public, many remain in the dark. I Still believe I helped the right candidate but, your actions or lack of actions right now are contradictory to what I thought you stood for. You Know HCM is corrupt, YOU KNOW those ladies are extremely grossly overpaid, and just by saying no to the new appointees TOLD THE PUBLIC NOTHING! I expected more, I'm sorry but I did! I know that you cannot specifically say the names of employees during the meeting but, why not the actions themselves? Don't you know that every crony appointed deepens the destruction of everything we do? The very heart of teachers who supported you, is broken and WE ANXIOUSLY await the woman we supported to return! Also for the record, I will be adding to any book that downplays slavery the TRUTH so I pray for an observation! So ridiculous this BOE had to get a lesson in history!?!? For goodness sakes, none of you had even seen the book before that meeting! Last question Ann: since we know (although we don't acknowledge publicly) that staff gives inaccurate information, why not have an impartial committee oversea some of the things in question? Hmm novel idea??? Here's how to get one that isn't comprised of our usual puppets- let teachers in each pyramid briefly campaign to be elected by TEACHERS or just volunteer on a peer nominated basis. (Minimum classroom experience, etc.) BOE can set standards NOT STAFF! You know you act like it's such a difficult solution when the solution is right in front of you! Most teachers would do this for free. Won't cost the district ONE DIME and how much sense does it make to let the teachers have some control over who manages them? Unless you don't really want these problems fixed?? If that's the case why don't you just say so and I won't bother with asking anymore! Or perhaps we should just continue doing what we've always done!

What's really funny is, the Board (presumably led by Ann) objects to Avilla's father getting a contract, yet they just approve a contract to Cinto's good buddy and stick it to teachers again with a worthless waste of time funded by Robbin's employer, Lockheed. That in addition to all the insider promotions and new hires.

  10. I would certainly agree that I haven't been successful in getting the board to move against the more egregious excesses of our management. You are giving me a "bum rap", though, with the civil rights letter. Mr. Duran's problem is that he failed to find a viable issue--the one he cited had already been fixed, and he presented no evidence that the proposed change would impact minorities negatively. (My district has fewer minority students than most FWISD districts.)

    My letter to OCR is reproduced below. For your information I am concerned about two additional problems with our deployment of federal funds: (1) the issue of supplanting, or replacing general funds in high-need schools with grant funds, which is illegal under federal law (but has to be documented), and (2) the erosion of local assistance Title I funding. I now understand that 35% of Title I funds are controlled by the central office. This is part of the problem with the recent grant to help STEM training, which viewers will notice I spoke forcefully about.

    The problem with our many, serious issues is not to identify them. It is to securing action to deal with them.


    Here is the text of my OCR letter.

    I am writing in response to the above complaint filed June 8th, 2015 by my constituent Raul Duran of 6224 Trail Lake Drive, Fort Worth. He was
    concerned about the potential negative impact on the civil rights of FWISD District 6 constituents because of a proposed change in requirements for posting items on the Fort Worth ISD Board of Trustees agenda.

    Mr. Duran’s concerns were fully justified. Fortunately they were shared
    by scores of other individuals throughout our district, who ommunicated their concerns loudly to all nine FWISD board members.

    As a result, the proposal was voted down unanimously on June 23.

    Thus there is no reason for you to pursue this specific request for investigation.

    In its closing paragraphs, Mr. Duran’s letter conveys his general concern for the care with which our funds, including federal funds, are managed in our district. Fortunately, the leadership of our district
    is shifting to trustees who are more careful of the needs of our more
    challenged children. If, in our work, trustees find additional instances of potential civil rights violations, I assure you we will call on you again for assistance.

  11. You are correct that the board is trying to present a united image.
    Regarding the nonsense at HCM I have spoken strongly to Dr. Linares ("you must do something about those two publicly visible women in HCM. They are ruining the atmosphere in the district." Following this, I raised it formally during executive session. The board's response was to let it sit until after the next superintendent is hired. One board member (guess which one) even said "Dr. Linares isn't going to do anything about Sammy. They've been friends for a long time."


    I also spent many hours trying to get action on the bad procedures followed with the awarding of the Plato/Odyssey contract which was definitely fraudulent. No one will deal with it, including Dr. Linares. I took it up the line with proof of the fraud.


    CIA may be correct that the board's amity masks continuing corruption. We will see.

  12. Well nobody is suggesting that we fire him although the thought of it makes me all too "giddy!" So, that means he's allowed to operate without so much as redirection????? His own freakin wife is a principal but, definitely nothing wrong there either! I'm not sure why Ann that you continue to choose a blind eye to it either. The fact remains MANY QUALIFIED INTERNAL Candidates are passed over without so much as a hint of consideration and we have The gall to choose outside of our district! That sends a very distinct message to those very qualified internal candidates would you care to guess what kind of message it sends? That was really rhetorical because I'm guessing you already know as we all do there is no respect there is no honorand apparently there is no support from the board either! Why not demand an oversight committee? Why should one man have so much control over an entire district that's a prescription for disaster! And if our internal candidates are so underqualified then why not informed them what is needed? I know of specific situations where internal candidates have applied and HCM claimed they had not received their applications, etc. Why are you addressing this like its some sidebar, insignificant, issue? Here's something else to consider perhaps some of those internal candidates that are passed over each year, would improve schools. Clearly they put in the time and are invested in this district that alone would seem to boost morale! Not to mention the respect and admiration of their peers! Oh who cares about morale, in this district? Yeah that's rhetorical too!

  13. No superintendent would ever come in and make drastic changes! That includes HCM and Mr. Monge. The time is now! Actually the time was really before he was allowed to place more cronies in administration! You are fooling yourself if you think that this is not the case! Oh, let's just keep on with the FWISD way! Like I said before, I doubt that there will be any real change in this district for many years! Still far too many people in a bubble!!!!!! Certainly not enough teachers in the "know!" I guess those of us not in a bubble will need to work on that before the next election!

  14. Mrs. Monge retired several years ago. Also I spoke out against the hiring strongly--twice--and voted against them all. Those of you who are upset should understand that the problem is elsewhere.

  16. Funny year before last she participated in the AP interviews. I guess I just assumed she was still a Principal! I know for a FACT that she did because she interviewed SOMEONE that I know! Further confirmed at a lunch by a previous board member who requested that this person be given the attention deserved! That person now an AP! I am curious to know where else the problem could be?? Or were you intentionally being cryptic?? I did believe that it was possible that perhaps it was just me and perhaps others were more qualified that is until I met OTHERS with even more qualifications who were still passed over! Look I get it; if it's not a big deal to you then fine so be it but, to deny that it is what it is WELL that's something entirely different!

Even now, Linares is moving on others who testified at his trial. You really need to take a long look in the mirror and reflect on who re-elected you. What the hell are you thinking? You need to speak out publicly and stop thinking (as the fat Dr. did) that you can deal with these people.

    We understand that you are one and we have not stopped going after the other 8 who are complicit as well. Continue to speak out and defend yourself on any comment they dish to discredit you. What we expected from the case in question is that they give you dates or give specifics. Just whenever does not signal accountability. Just because they don't act now does not mean it can't be discussed.
    Hiring more directors at central is not going to change achievement. What are the goals? What's going to be different for next year? Can you provide the powerponts of the presentations at board meetings?

    It really pains me to out you but the truth is, you used prior knowledge of Raul's DOE complaint to feather your own nest with your new BOE buddies. In other words, you warned them what was coming and they changed course. Then you wrote the DOE letter, the BOE gave you the committee position and you withdrew the agenda request on Palazzolo's case - a matter which has far reaching impact on every teacher and employee in FWISD. This is not the first time you have sold Teachers and students out. In my opinion, it is the last time. You are a fraud who cannot be trusted. When your new "friends" make their move to remove you (and they will), do not expect Teachers to rally to protect you.

  24. Dugan married the girl and now there's not much that can be done. Although I would say there's been more because to the best of my knowledge pedophiles are repeat offenders so... Then again Mr. Dugan has aged some so I can't see the appeal to other teens. The window of opportunity may have closed on that. At least we can hope. Ahhhh there are other pedophiles lurking though but, if you think any will be revealed THINK AGAIN!!! So much corruption in our district nothing surprises me these days. To the PHS Parent, that was a cheap shot about Walmart though! You should be outraged if you indeed have a daughter in our district and you should be grateful to ANY teacher complaining on this site! You have that position for the next 4 years so no need to worry about pissing anybody off! At least not the people that don't matter! You are right, you cannot sway the other members but you sure the hell can let the public know as much truth as the Law allows! In doing that, I believe that there's hope in swaying at least 2 maybe 3 more into voting the RIGHT WAY! You know it's not enough to be the only opposing vote! The Only chance we have is for more and ACCURATE information to be put out! You Think those other members will continue to vote for the corruption when more of our community is aware? HELL no they aren't because then they look culpable for not righting every wrong made public. You can choose to oppose any wrongdoing by voting no but without the public (the mainstream who don't read the blog) knowing why or any details, YOU just appear to be difficult, crazy, or unwilling to play nice! For these 1 or 2 people assailing you, Palazzolo is the end-all and be-all. For the rest of us who come here and your blog, though, his is a regrettable incident, but hardly the most important issue confronting our District. Many of us are just regular teachers who are daily appalled by the waste and mismanagement confronting our District- of which the legal fees spent on his case are a miniscule part-and we appreciate your efforts in shining a light on all the backroom deals and incompetence, which rob our students of much-needed resources. You need to get four other votes with you to make change happen, and you will not get that trying to please some of the implacable people who comment here. The silent majority is with you.

Needham rewarded her for her treachery. I do not support Tobi or the other boobs on this Board. I did support Ann but have ABSOLUTELY, as a common Teacher, been stabbed in the back by her (as we all have) for the LAST TIME. I was a member of the so-called "silent majority" but no longer. You need to stop kissing ass and wake up. The ONLY hope anyone has of cleaning this mess up is the FEDS - not TEA or that worthless D.A. Where else does a pedophile who has sexual relations with a student avoid prosecution by marrying her? What about a Deputy Super giving a Teacher and student use of his home for a relationship? Only in Fort Worth.

We do not know all of the behind the scenes nonsense but Ann has a good handle on it. She regularly checks out her thoughts and actions with trusted and invested parties, usually teachers in the trenches. Ann never means harm and I truly believe that. We are not in her shoes nor do we always understand political strategies. Carry on, Ann. You are doing just fine.

The majority of our community has no knowledge of what's going on!!!! I DO BELIEVE in Ann's morals and ethics and STILL I want to hear more OUTRAGE! Most people ( the uninformed) just think Ann is difficult or crazy which is so far from the truth!!! She has consistantly voted on the side of "right" sadly nothing changes because she is the only opposing vote! Uh anyone recall the most recent contract that would have meant millions for Ramos and was averted? Well, that was because so many in the public were made aware that even the usual suspects had to vote against that! Well that is the approach that should be taken on ALL OF OUR MOST CORRUPT ACTIONS. All the info that is allowed by law to share, should be shared and THAT will GET SOME most needed change! For the record, I support Ann and I WALKED FOR HER, VOTED FOR HER, & I would do it again because she's undoubtedly a good person of integrity!

  39. So much has been mentioned about HCM I thought I put in my two cents worth. First off Sammy Monge is under qualified and incompetent to lead HCM or central administration. His degree is in bilingual education, how does that translate into leading HCM? He's out manned and overwhelmed! Sammy if you're reading this, RETIRE!!! You already padded your retirement enough to live comfortable. Let's take a look at Monge's accomplishments since he took over as chief. He started by eliminating all the library aids and teacher assistants in order to save the district from the being in the red, and the district is still in the red bleeding more and more money. Instead of trimming the dead beat top heavy administration he went a head and went after the library aids and teacher assistants making a whopping $17,000 annual salary. Next he made Staffing, Recruiting and Certification Departments reapply for their jobs, his reason is that HCM as a whole had poor customer service, fast forward today and nothing has changed except different people. Now you think the district would of have made senior cabinet members and directors reapply for their jobs since all they're doing is riding the gravy train. To make matters worse he didn't even fill all of his vacant positions in addition to under staffing his department. Next are his "Coordinators," if you want to call them that. Rafaela Gomez with a GED promoted to Coordinator when there were other applicants with Bachelor and Masters degrees. The irony is Rafaela supervising people under her who have college degrees. Imagine that a person with no college degree supervising people with college degrees, and that's in a public education setting. Only in FWISD!!!! Which brings us to Rosibel Jimenez, from secretary to Coordinator with no college degree while other Coordinator positions are required to have a college degree, only in FWISD. Pretty good accomplishments for Mr. Monge so far, right? Let's not forget people constantly picking up the pieces left behind by Monge. Next everybody keeps talking about Dugan and Sabotin. You wonder why there are pedophiles working in the district? That's because OPS is just as corrupt as HCM. The main corrupt person being Michael Menchaca. Now you would think that having egg thrown at his face during the Palazzolo trial that he would be relived of his duites. Let's not forget Menchaca hiring former FWPD officer Patrick Aguilar to do fingerprints and background checks. The reason he's a formal police officer is because he was forced to resign and give up his Texas peace officer's license because he was caught writing false tickets to boost his overtime. If you need proof google Patrick Aguilar FWPD, he has since moved to California only to be replaced by a formal constable. Notice a pattern here? Now why would OPS consider to even hire a police officer with red flags? All of this under Monge's watch. Impressive list of accomplishments for Monge so far right? Until there's change at the top with a new out of town Superintendent expect more of the same, especially if Sorum is named superintendent. FWISD you made your bed now sleep in it. The start of school is just around the corner, I wonder how many schools will be under staffed or staffed with under qualified teachers? Courtesy of Mr. Monge of course. Monge it's still not to late to retire, August 31 would be ideal. You burned so many bridges it's only a matter of time before more people start exposing your insecurities and the skeletons in your closet. But don't fear you could always be the towel boy for TCU's football team. As for me I'm enjoying retirement and watching this saga play out.

  41. Frankly, I've grown tired of waiting for Ann to DO something. For five years, I've watched dozens of Teachers burned at the stake (not just Palazzolo) of bogus Level 3 grievances; victims of sexual assault/harassment mocked by Board Members, leaving in tears; others with destroyed careers; one suicide; another death. All the while, all of them waiting for Sutherland to speak out. To reach out to the DOE or FBI. Did she? NO. I don't understand how you can look at yourself in the mirror every morning and DO NOTHING.
    How can you sit back and play happy face with these pit vipers while the Palazzolo case and others linger? What kind of twisted logic are you operating under? What parent or grandparent SITS there with Dugan still employed and not charged? Sabotin carrying on an affair for over a year and now allegedly being re-hired? Washington being re-hired? Sorum allegedly allowing his home to be used to carry on a relationship between a teacher and student? I can no longer support someone who continues to turn a blind eye to wrongdoing while crying; "I'm just one person". Moreover, you betrayed your own supporters and undercut their effort to finally bring in outside eyes.
